William R. Gianelli of the Army Corps of Engineers' Civil Works Division and J. Dexter Peach of the General Accounting Office (GAO) were the principal witnesses at an inquiry into a recent GAO report which found the Corps needing $43.4 billion to complete 832 authorized water projects. Peach reviewed and elaborated upon portions of the report. Gianelli responded to the report's contents and to questions submitted in advance by committee members. In reviewing the backlog problem, he proposed ways to control it and suggested innovative financing as a key tool to gain control. (DCK)
