Part 1 of the hearing record covers the testimony of officials of the Army Corps of Engineers for Civil Works and representatives of the Lower Mississippi Valley, North Central, North Atlantic, New England, and South Atlantic Divisions. The purpose was to review activities and accomplishments of the Corps and justify budget requests for fiscal year 1984. William R. Gianelli, Assistant Secretary for Civil Works, reviewed the 1984 budget and highlighted the Corps' innovative financing and cost-sharing program, its program to increase water-based recreational opportunities, its efforts to streamline regulatory procedures, other policy initiatives and concerns, and its emergency response to the Mt. St. Helens catastrophe. He asked for implementation of the continuing resolution for 1983 to make nearly $3 billion available. (DCK)
