The author reports on measurements of the hadronic cross section above the {Upsilon}(4S) using the CLEO detector located in the CESR storage ring. The hadronic cross section just above the {Upsilon}(4S) due to b{bar b} quark pairs is composed of contributions from B{bar B}, B{bar B}{sup {asterisk}} and B{sup {asterisk}}{bar B}{sup {asterisk}} meson pairs. In this thesis he reports on the contribution of B{sup {asterisk}} meson production to the hadronic cross section. In the region above B{bar B}{sup {asterisk}} threshold but below B{sup {asterisk}}{bar B}{sup {asterisk}} threshold the maximal inclusive B{sup {asterisk}} cross section is 0.164 {plus minus} 0.023 {plus minus} 0.022 nb. The maximal B{sup {asterisk}} cross section has implications for the constructing accelerators designed to measure CP violation in the B meson system. He compares the measurement of the total hadronic cross section and the B{sup {asterisk}} components to predictions of non-relativistic potential models. He also reports on a new measurement of the B{sup {asterisk}}-B mass difference of 46.2 {plus minus} 0.3 {plus minus} 0.8 MeV/c{sup 2} which is consistent with a previous measurements.
