Measurements of the total cross-section for the reaction e/sup +/e/sup -/ ..-->.. hadrons in the center-of-mass energy range from 9.4 GeV to 11.6 GeV are reported. the data were taken with the CLEO detector at the Cornell Electron Storage Ring (CESR). The ratio of the continuum cross-section to the muon pair production cross-section is found to be 3.77 +/- 0.06 +/- 0.24, at a mean energy of 10.50 GeV, below the upsilon(4S) resonance. Data taken above upsilon(4S) indicate a step in the ratio of cross-sections of 0.34 +/- 0.09 +/- 0.11, consistent with production of a new quark of charge -1/3. Measured masses and leptonic widths of the narrow resonances upsilon(1S), upsilon(2S), upsilon(3S), and upsilon(4S) are presented. The data are compared with potential model calculations. Results for measurements of inclusive properties of hadronic production at the upsilon(1S), upsilon(2S), upsilon(3S), and non-resonant continuum are also given.
