The texts of H.R. 4471 and H.R. 5187 are followed by testimony given at hearing on geothermal energy development held on September 6, 1979. The first bill is designed to accelerate geothermal energy by amending existing legislation, while the second bill sets up a forgivable loan program to confirm geothermal reservoirs and amends the present lease and permit laws. The purpose of both is to remove institutional barriers to geothermal development without creating new obstacles.
