The Surface Transportation Act of 1980 and its proposed amendments are designed to reduce foreign oil imports by improving public transportation with a balanced, multimodal system. The texts of H.R. 6417, which authorizes highway safety and mass transportation construction; H.R. 6869, which amends and authorizes the Urban Mass Transportation Act of 1964; and H.R. 6964, which provides grants and loans for car and vanpooling programs, are followed by the testimony of 23 witnesses and other material submitted for the record.
