The Priority Energy Project Act (H.R. 4573) was the subject of a hearing held on July 11, 1979 to consider the testimony of three panels of witnesses from government agencies, industry, and public interest groups. The bill, the text of which is included, is designed to minimize the business uncertainties and to accelerate the permit procedures of energy facilities without jeopardizing any existing rights or laws of citizens and communities.
