Members of Congress, other government officials, and representatives of various environmental groups and agencies were among those testifying at a hearing before the Subcommittee on Environmental Protection. The purpose of this hearing was to address legislation to reauthorize the Water Pollution Control Act, S.1081. It is vital that the original goals of the Clean Water Act are attained. The witnesses reviewed the findings on past progress regarding the nation's water quality and the important challenges regarding the future the nation's aquatic resources and habitat. The bill clarifies and expands the basic water quality research authorities. It expands authority to demonstrate innovative technology for pollution control, it expands and coordinates water quality monitoring programs, and clarifies the process of developing criteria and standards for water pollutants. The bill expands the authority for developing effluent guidelines for industrial discharges and expands requirements for pre-treatment of industrial discharges to publicly-owned treatment works. New authority is provided for audits of major industrial facilities discharging toxics to determine compliance with discharge permits. A comprehensive funding program is proposed for the Clean Water Act over the next six years. A key element is the adjustment of funding for state sewage treatment. In addition, the bill provides substantial increases in funding for non-point pollution control grants to states.
