New CWA could be months, years away, expert panel says

Despite some lawmakers' predictions that CWA will be reauthorized in this session of Congress, new federal water quality legislation is unlikely to be in place for months or even years, according to an expert panel assembled in October for the 66th annual meeting of the Water Environment Federation. Although several potential pieces of the reauthorization legislation have been introduced in the House and Senate, only one comprehensive bill has been introduced in the Senate and, at press time, none had come to the House floor. The Water Pollution Prevention and Control Act of 1993 (S. 1114) is a comprehensive legislative package that was recently predicted to be the vehicle for reauthorization this year. It is based on similar legislation (S. 1081) introduced in the last congressional session. To date, hearings on S. 1114 have been held by the Clean Water, Fisheries at press time, subcommittee action on the bill was expected sometime in October.
