Fast track legislation is expected this month. [Energy Mobilization Board bills]

There are several versions of the Energy Mobilization Board bills which are generally referred to as the fast track because their aim to speed up large energy-construction projects such as coal-slurry, oil, and gas pipelines, synfuel plants, coal mines, refineries, oil/gas terminals, and electric power plants (excluding nuclear). Foes of certain EMB bills include conservationists, environmentalists, and constitutionalists. The Senate passed the Priority Energy Project Bill (S 1308), to create an EMB, at a record pace on Oct 4. This bill, if accepted by the House and approved by the President, would give EMB almost wartime powers. Support and criticism by lawmakers of a more liberal Energy Mobilization Board Bill (S 1806) are discussed. But, House and Senate EMB bill, (HR 4985) headed for conference in late 1979, had been passed by the House and the Senate and were hoped to be finalized by December 1979. (MCW)
