Energy 1979: what happened and why

The authors feel that energy policy, as relected in the bills and legislation accomplished so far, reflects political pressures to do something about the energy crisis even if it's wrong. Environmentalists are working to limit the powers of the proposed Energy Mobilization Board (EMB) and to limit government financing of synthetic fuels. Their concern is that EMB will be empowered to suspend environmental standards and the review process without really expediting facility siting. Environmentalists feel that additional funding for conservation and renewable energy programs will be more productive than for synfuels, which will perpetuate high prices and subsidies. The authors conclude that congress chose a non-productive legislative path because synfuels offered a more-attractive symbolic package than conservation and renewable resources. Environmentalists are urged to continue pressing for better policies. (DCK)
