Simplifying the Federal permitting process: the proposed Energy Mobilization Board legislation

The proposed Energy Mobilization Board (EMB) was designed to speed up the process of approving important energy projects. Differences between the Senate bill (s. 1308) and House bill (H.R. 4985) were found in the authority to grant Grandfather clauses to projects, make judicial reviews, enforce deadlines, and waive substantive law. The legislative debates pitted environmentalists, conservatives, and some businesses and states against those wanting to speed up permit procedures. (DCK)
