A method for sheathing the inner surface of hollow cylindrical fuel elements is described which keeps the fuel in intimate contact with the inner sheath. In this method, plastic or resilient deformation by the coolant gas is used to force the inner sheath into contact with the fuel. In the case of plastic deformation, the inner sheath is a thin cylindrical sheet, while in the case of resilient deformation, the inner sheath has three narrow lengthwise hollow fins formed by corrugation of the sheet.
