A method for sheathing a hollow cylindrical fuel element with an outer (finned) sheet and an inner sheet is described which ensures the intimate engagement of the inner sheet with the fuel. In the method, the inner sheet is forced against the fuel in the reactor by hot mechanical deformation using the pressurized coolant. The deformation may be facilitated by fins, folds, and corrugations in the inner sheet. (D.L.C.)
