A process is outlined for making a compartmentalized reactor fuel plate which is resistant to bulging due to fission gases. In the process, a honeycomb structure of a cladding material such as stainless steel is welded to the inside of a tray of cladding material with externally protruding dents in its bottom. UO/sub 2/ powder is added to the tray in vacuum or inert gas and vibrated to a density of >80% theoretical density. A cover plate is welded to the top of the tray, and the box is then hot compressed to the desired thickness and to effect fuel-clad bonding. The externaily protruding dents are flattened to further density the UO/sub 2/. (D.L.C.)
