In a slow-growing'' process, in which U/sub 3/O/sub 8/ powder is added to seeds consisting of U/sub 3/O/sub 8/ in a gyrating tray, particles of uniform size are produced. Instead of singering the particles and then reducing them to U0/sub 2/ , the particles according to the invention are directly subjected to a reduction sintering process at about 1400 deg C and then coated with fission product- retaining layers without further heat treatment at higher temperatures.
