Translated from Prib. Tekh. Eksp.; 16: No. 4, 33-34(1973). In order to eliminate the cosmic-particle background, the VEPP-3 installation with colliding electron-position beams uses the time-of-flight method. Eight scintillation counters having the dimensions 1200 x 250 x 10 mm are arranged symmetrically around the beams. The time resolution of the system of counters is equal to 0.6 nsec. (auth)
