Reasons for decision in the matter of Maritimes and Northeast Pipeline Management Ltd., Point Tupper lateral facilities application, as amended, dated 14 August 1998: GH-4-98

Maritimes and Northeast Pipeline Management applied before the National Energy Board for approval to construct and operate a lateral natural gas pipeline and associated facilities. The pipeline would consist of about 55 kilometers of 8-inch pipe running from near Goldboro, Nova Scotia to a fractionation plant in Port Tupper on southern Cape Breton Island. This report presents the views of the applicant, the Board, and various interveners at a hearing held to consider issues related to the application. Issues considered included the appropriateness of the applied-for facilities, pipeline safety, the environmental assessment process, impacts on economic development, route selection and landowner concerns, tariffs, commercial arrangements, gas supply and transportation arrangements, markets and economic feasibility, and the public interest. The report concludes with the Board`s decision and conditions to be followed by the applicant.
