Alliance Pipeline applied before the National Energy Board for approval to construct and operate the Canadian portion of a proposed natural gas pipeline system that would extend from a point near Gordondale, Alberta to the United States border near Elmore, Saskatchewan. The system would also include about 770 kilometers of lateral pipelines and related facilities in British Columbia and Alberta. Alliance also applied for the related toll and tariff authorizations. This report presents the views of Alliance, the Board, and various interveners at hearings held to consider issues related to the proposed system. These issues included economic feasibility, potential commercial impacts (on existing pipeline infrastructure, on the petrochemical industry, and on domestic access to natural gas), socio-economic matters, land-related matters such as route selection, engineering and safety matters including fracture prevention and control, tolls and tariffs, and the method of regulation. The report concludes with the Board decision and the terms and conditions for approval.
