Reasons for decision in the matter of TransCanada Pipelines Limited, application dated 29 April 1998, as amended, for 1999 facilities: GH-3-98

TransCanada Pipelines applied before the National Energy Board for approval for facilities to meet projected aggregate requirements on its natural gas pipeline system in Saskatchewan, Manitoba, and Ontario. The facilities included 156 kilometers of pipeline looping, four new compressor units, and related items. This report presents the views of TransCanada, the Board, and various interveners at a hearing held to consider matters related to the application for approval. Issues discussed include changing market conditions, overall gas supply and demand, transportation services requirements, the applied-for facilities and their appropriateness, route selection and land requirements, public concerns, environmental matters, and economic feasibility. It concludes with the Board`s decision.
