Construction permits for major air pollution sources new source review reform

New source review reforms for obtaining construction permits for major pollution sources are outlined. The subject is discussed under the following topics: prevention of significant deterioration (PSD); best available control technology (BACT); non-attainment review (NA); lowest achievable rate; and NSR reform. It is concluded that EPA will propose changes to the NSR rules in 1995; permit application and review streamlining will be a primary focus; and BACT/LAER emissions limitations will not become less stringent.
