Implication of the 1977 Clean Air Act amendments for stationary sources

1977 amendments to the Clean Air Act for stationary sources dealing with Prevention of Significant Deterioration (PSD) and Non-Attainment (NA) are discussed. The PSD amendments ratify, extend, and generally make the 1974 EPA rules more stringent. The NA amendments set forth rules for construction permits for potentially polluting sources in areas which have not attained required ambient air quality. These amendments will require up to two years lead time for planning and implementing monitoring programs necessary to achieve permit approval.
