Pursuant to the Clean Air Act Amendments of 1977 EPA, in 1978, revised its New Source Review (NSR) regulations. The revised Prevention of Significant Deterioration (PSD) regulations were more extensive than their predecessors in that many more sources were subject to PSD requirements. The NSR regulations were again revised in 1980 as a result of litigation. This report deals with a sample of the pre-construction permits issued under EPA's post-1977 NSR regulations. The data and information contained in this report summarize results of a study directed at assessing the experience of EPA's New Source Review (NSR) Program. Information extracted from Prevention of Significant Deterioration (PSD) and non-attainment permit files augmented by data obtained from company representatives have been compiled, analyzed and interpreted. An automated (computer) data base has been constructed containing relevant data for each of more than 285 PSD and non-attainment permits issued since 1978.
