The commercial sector presents a compelling utility challenge in terms of energy sales. Unlike heavy industry where a pulp and paper mill or steel production plant is easy to identify as a large customer, service sector businesses are comprised of a multitude of retail and warehouse operations as well as schools, office complexes, and health care facilities. These customers consume large 2quantities of electricity in the aggregate, but individually are only moderately profitable. This report will assist strategic planners and marketing executives charged with identifying the needs of the widely dispersed commercial sector and provide insights regarding how to improve long-term profitability. Understanding and meeting the evolving needs of business customers could be critical to the future prosperity of energy enterprises. This report examines five significant commercial sector businesses that are undergoing dramatic changes in their markets and relationships to consumers--retail and food, wholesaling and warehousing, offices, health care, and education. The report provides a companion to Volume 1, ``21st Century Customers: Volume 1: Industry and Manufacturing``, covering the evolving needs of five heavy industries.
