Title: Increased energy economy and efficiency in the ECE region. Study on measures taken, or which might be taken, to achieve increased economy and efficiency in the extraction, conversion, transport and use of energy in the ECE region

A study, based on information from 22 European countries and the USA, on measures taken or planned in order to achieve increased economy and efficiency in the extraction, conversion, transport and use of energy in the Economic Commission for Europe (ECE) region is reported. The economic framework for energy-saving measures is analyzed by examining the relationship between energy use and economic growth, identifying the major energy-saving industrial branches and products, and reviewing past trends in energy prices relative to those of other products. The amounts of energy lost in the conversion, transport, and use of energy in Europe and the USA are graphically presented. Specific possibilities for increasing efficiency and economy are examined, and potential and practically attainable savings in the various stages of the energy process--extraction, conversion, transport and use--are estimated. A broad estimate is included of the over-all savings which might be attainable during the period up to 1990 if the appropriate measures are taken in time. Information (as of 1 Dec. 1975) on governmental measures intended to achieve energy savings which have been taken or are planned in ECE countries are presented. Some general conclusions based on the preceding information and analyses and possible lines for further cooperation in the ECE framework aimed at helping governments cope with the problem of increasing energy efficiency and economy are indicated.
