Title: US-EC energy cooperation: trading energy-saving lessons

The European Community (EC) has launched an energy-efficiency campaign that has had a greater appeal than the concept of deprivation. Europeans interested in saving money are lowering their demand by eliminating some of the waste, although recession (a costly way to save energy) is responsible for some of the decline. A comparison of US and EC energy use indicates that the potential for savings is greatest in the EC housing sector and in the US transport sector. Euopeans are more inclined to use price as a moderating factor, while the US concentrates on goals and norms. Comparisons of per capita energy consumption show the US to be the only major western country to increase its use of primary energy between 1973 and 1977, although the US does show a decline in consumption of primary energy per unit of gross national product. There is a trend away from macroeconomic generalizations and toward an exchange of energy-efficiency information which concentrates on specific consumption problems within each country. The International Energy Agency has provided an interface for US-EC cooperation by providing a forum for debate and a way to publicize issues. (DCK)
