This chapter covers actions personnel at publicly owned treatment works (POTWs) can take to encourage pollution prevention among their industrial and commercial users. Pollution prevention measures implemented by sewer users will reduce pollutant loadings in their discharges. The objective is for POTW personnel to identify and educate users about the benefits of pollution prevention, while encouraging and assisting them to assess and implement pollution prevention in their own operations. The author outlines a broadly applicable approach for integrating these pollution prevention concepts into existing POTW pretreatment program activities.
