The abundance of low cost electric purchases and the associated reduction of Con Edison electric generation brings significant financial pressure to transfer portions of the combination steam - electric stations to the steam rate base. Concurrently, cost proportioning in dual system stations has become less favorable to steam customers. This paper details the actions taken to respond to the current electric market and firmly establish the steam supply and distribution system as efficient and reliable in a competitive energy environment.
