Utility engineering`s experience in the design, equipment selection, installation and operation of CEMS for utilities

The Clean Air Act Amendments (CAAA) of 1990 under Title IV (the acid rain provisions) require the extensive reduction of emissions of sulfur dioxide and nitrogen oxides from electric generation plants. To determine compliance with established limits, utility units having a generator nameplate capacity over 25 megawatts must install continuous emissions monitoring systems (CEMS). The timetable for compliance divided utilities into phase 1 and phase 2 units with most being classified as phase 2. The monitoring systems for phase 2 utilities must be installed, operational, and certified by January 1, 1995. This paper discusses the various design considerations Utility Engineering utilized, the resultant equipment selection, installation experience including software development, and comments on operations to date.
