CEMS deadlines are near, utilities must get ready

Continuous emissions monitoring systems (CEMS) could well prove to be one of the most expensive and problem-plagued requirements called for in the Clean Air Act Amendments of 1990 (CAAA). Title IV of CAAA requires fully operational and certified CEMS at Phase-I affected units by November 15 and at Phase II-affected units by January 1, 1995. In addition, companies must begin reporting from Phase I units by January 30, 1994. These Phase I and II requirements will directly involve [approximately]2,200 electrical-generating units. According to Steven Mitnick, vice president of Science Applications International Corp., Washington, 150 electric utilities have two or more units that will be affected by the new CEM rules. This article describes the types of equipment being used, problems with their operation, and regulatory and legal consequences of not meeting EPA requirements.
