Potential of management audits

Management and operations audits in the future will be required more often due to regulatory commissions being faced with mounting public pressures at rate hearings. Connecticut has passed a law stipulating that every regulated utility must have a management audit every three years. North Carolina now requires one every five years. Some utilities resent the procedure, but this article points out that if an audit is treated constructively, it can provide positive benefits for a utility. The report prepared by the audit firm will consist of an assessment of the utility's operation, isolation of specific cost reduction opportunities with estimates of the savings (or improvements) resulting, and recommendations for exploiting those opportunities. Initially, the audit team will request cost, manpower, and other such data for major functions. Materials, supplies, work force management, fuels management, and the planning function are areas examined by the audit team. (MCW)
