Meeting electric utility problems with consumers: head on

Eight investor-owned electric companies of Ohio launched a campaign to communicate with Ohio electric consumers about such issues as rates, energy supply, environmental controls, nuclear power, and private versus public ownership of electric power facilities. The main factor, discontent of the public with the electric power utilities, was not about to go away--there would be no decrease in rates. Consumer and electric utilities are concerned alike about a sufficient supply of energy at the lowest cost since they both must pay the cost of that supply. The companies drafted the elements of an informational exchange program to reach the consumer and to elicit consumer response. These included open public exchanges between company executives and the press on television and radio, establishing consumer panels and appointment of a consumer advisor to the companies, radio and television spots, newspaper and magazine advertising, and others. Results of the public opinion poll and lessons from the informational campaign are summarized. (MCW)
