Communications program gets new test. [Ohio utilities facing public disenchantment]

The Ohio electric utilities, faced with public disenchantment as a result of increasing electric rates, met the challenge with information programs via TV, radio, newspaper advertisements, and panel discussions. The utilities are faced with a major challenge to future nuclear power development and strong threats to other utility operating practices, including methods for setting rates. The challenges currently are in the form of proposed amendments to the Ohio Constitution. As drafted, the amendments would: (1) put sufficient strictures on nuclear plant construction and operating procedures to effectively halt the development of nuclear energy in the state; (2) set up an arbitrary system of preferential or ''lifeline'' rates that would be unlikely to assist those most in need; (3) establish a residential utility consumer-action group as a watchdog over the utility companies, adding to the cost to consumers while duplicating procedures that already exist; and (4) establish a new rate-base formula that would so complicate present methods that it could lead to halting all utility construction programs. Nuclear energy, in particular, is being focused on, with the charges and counter actions of the utilities via their communications campaign being noted. The utilities also feel they have effective answers to ''lifeline''proposals. (MCW)
