Energy policy in the Carter Administration

An outline of President Carter's probable energy policy is based on examination of energy problems and positions taken by political candidates and public officials. Many of the stated goals (a national energy policy, demonstration and conservation programs, etc.) were underway before the election, but the new administration will influence the way programs are pursued and the level of funding. Mr. Hobart feels that areas likely to be dealt with include retail and wholesale electric rates, increased development of Eastern coal and solar energy and a de-emphasis of hydroelectric and nuclear energy, de-regulation of natural gas prices and government control of oil imports, and reform of economic regulation with zero-based budgeting. He suggests that Carter's basic reorganization of government will include a cabinet-level department to supersede the Federal Energy Administration, Federal Power Commission, ERDA, energy-related functions of the Commerce and Treasury Departments, and several commissions. Carter's plans will be affected by actions of Congress, the Executive Branch, and interactions with state and regional interests. (DCK)
