Washington outlook for utilities in 1977

Predictions of how the Carter Administration's policies and priorities will affect public utilities are: (1) Modified legislation will reorganize and centralize energy and resource activities under a single cabinet-level department. (2) Some regulatory agencies will be retained because the public demands a vehicle for consumer input. (3) A new Department of Energy and Natural Resources will coordinate and deal with basic problems of supply and control. (4) Congress will make some headway in deregulation and production of natural gas as winter shortages occur. (5) The airline industry will be deregulated, which will increase foreign competition and disrupt service until the long-range effect may be reregulation or nationalization. (6) The telephone industry will begin feeling the squeeze as Federal Communication Commission policies allow competition rather than maintain a regulated monopoly. (7) Increased anti-trust enforcement will add the Justice Department (state and Federal) to utility regulation. (8) Continued inflation and consumer activity will increase efforts to restructure utility rate design. (DCK)
