FPC, under congressional attack, faces restructuring

The Federal Power Commission will probably be faced with strong efforts by Congress to restructure it - even if Jimmy Carter is not elected President. Carter announced his plan to merge the FPC with the Federal Energy Administration and two other energy agencies into a new cabinet department. President Gerald Ford apparently is planning his own reorganization plans for the numerous Federal energy agencies but would keep the FPC intact. In a brief summary of numerous proposals, the oversight and investigations subcommittee charged that the FPC had failed ''to maintain 'just and reasonable' prices to consumers of natural gas.'' The report summary, written after a two-year investigation of nine Federal regulatory bodies, also charged the FPC with failing ''to enforce gas delivery requirements in the face of industry slowdowns'' and objected to the FPC's alleged reliance on (gas) industry statistics in setting prices.
