This is a Regional Background Paper from the Federation of Rocky Mountain States, directed by the governors of Colorado, Montana, New Mexico, Utah, and Wyoming. It contains summaries of surface mining reclamation laws of eight states in the Mountain-Plains region of the United States. A table comparing some attributes of the laws and an overview of recent federal actions concerning reclamation guidelines are also provided. This paper was prepared under a directive of the Environmental Committee of the Federation's Natural Resources Council.
