Findings and recommendations regarding the U.S. energy policy and its implementation are reported. They find that energy policy is emphasizing parts of the problem at the expense of the whole and confusing the short-term situation with long-term prospects. Distinguishing between short-term and long-term scenarios, recommendations are made considering a comprehensive energy program; a rapid buildup of oil stockpiles; short- and medium-term supplies of oil and coal; short- and medium-term supplies of nuclear power and electricity; oil and natural gas prices; measures to promote conservation; research and development; energy and environmental protection; and governmental organizations. Some additional views of Herbert B. Cohn and additional comments of others are included. The background paper by Mancke discusses three areas: problems of increasing domestic fuel production; dealing with energy problems; and the process of energy policymaking. (MCW)
