This is the overview and interpretation of results of the project; for announcement of the full study in a 575-page book available from Johns Hopkins University Press ($10.95), see EAPA 6:467. The book addresses the underlying problems that have been barriers to a workable, acceptable energy policy: disagreement over basic data, uncertainty about what results the most commonly suggested policies might produce, the difficulty in choosing between short- and long-term objectives, and the lack of a national consensus on long-term goals. Highlights stress the need for consensus on issues dealing with future consumption, domestic mineral fuel resources, supply alternatives, and policymaking. A framework is presented to assist in reaching that consensus, although the report stops short of recommending a policy.
