Haskell wavers on backing oil shale bill

Ohio's Senator Floyd Haskell, sponsor of a bill to expedite oil shale development, may withdraw his support now that three oil companies have announced their intention to proceed without Federal aid. The Carter Administration agrees with other oil companies, however, that the aid is still needed for commercialization of oil shales. Haskell contends that it is unwise and unfair to use public funds duplicating privately funded projects. His final decision will depend on a statement from President Carter on the projected role of oil shale as an alternate fuel. The joint Occidental Petroleum Company and Ashland Oil Company and the separate Superior Oil Company projects are felt by some to be too limited in scope and application to warrant cancelling government funding for other efforts. ERDA has set a goal of 300,000 barrels per day by 1985. Occidental's representative at the hearings urged federal funding of a shale oil processing plant in addition to the smaller project the company will fund. New leases to promote development on government-owned land were also urged. (DCK)
