Carter budget cuts coal, oil outlays
President Carter's $532-billion budget for fiscal 1980 cuts US government outlays for coal and oil technology from 1979 levels while giving a boost to solar energy. Overall spending plants, which carry a $29-billion deficit, show further that the Carter Administration is switching emphasis in the nuclear field to environmental work and to improved handling of nuclear waste. Outlays for gas developments are steady. In his budget message to Congress, the President pointed out that funds are provided for the continued buildup of the strategic petroleum reserve. Examination of the budget shows the fill schedule has been stretched out and the billion-barrel ultimate coal left uncertain. DOE plans to rely on oil companies to commercialize near-term enhanced oil recovery and oil-shale technologies, while government work will emphasize longer-range projects. The enhanced oil recovery projects funded in the 1980 budget will focus on steam and CO/sub 2/ injection field tests and 2 micellar polymer pilot projects. The Oil-shale work will involve modified and horizontal in situ projects.
