Conservation gain slight in Carter budget
The DOE budget for fiscal year 1981 shows only a slight increase in conservation spending, with most of the increase going to an energy-impact assistance program for residential users. A major policy change is seen in the funding for 100,000 barrels of oil a day at world prices for the strategic oil reserve program. The budget also reflects a shift to synthetic fuels and solar energy and away from nuclear power. Spending for business conservation programs will decline, while industrial programs will shift the emphasis from process efficiency to co-generation and heat recovery. A national information system is planned for all users. Energy audits will receive twice as much money in FY 1981. Overall budget figures are given for general funding categories. (DCK)
