Representatives from various state agencies, as well as government officials and scientists were among those testifying at a hearing on wetlands. H.R. 3578, which calls for a national academy of sciences study of the environmental research basis of wetlands delineation, is also considered. Wetlands are essential to erosion control and floodwater storage. They improve water quality, provide recreation areas and habitat for fisheries and wildlife. Yet, 53% of the original wetlands have been lost and 290,000 acres continue to be lost each year.
