Government officials, and representatives of various industries and environmental groups were among those testifying at a hearing on the National Recycling Markets Act of 1991. The hearing was held in an attempt to address the following: why normal market forces are insufficient to create new uses for materials recycled by local collection programs; what imposed the growth of markets for municipal recyclables; what constructive role can the federal government play in overcoming these impediments; and what the cost of proposed federal actions will be to the APA and to the economy.
