Representatives from environmental groups, experts in waste management, and government officials testified at a hearing before the Subcommittee on Transportation and Hazardous Materials. The purpose of this hearing was to lay the groundwork for comprehensive legislation to reauthorize the Resource Conservation and Recovery Act, which manages the nation's wastes. This hearing focused on the recycling of municipal solid waste and the development of markets for recyclable materials. The nation recycles about 10% of the municipal solid waste. But if we are to establish a national policy for recycling as the preferred method of managing waste, there needs to be a greater role in leadership for the federal government.
