The Subcommittee on Transportation and Hazardous Materials heard testimony from government officials and experts on resource recovery and recycling municipal solid wastes. The purpose of this hearing is to lay the groundwork for comprehensive legislation to reauthorize the Resource conservation and Recovery Act, the nation's waste management statute. State and local governments, faced with declining landfill capacity and no clear national policy on solid waste management, have turned to recycling as a way of reducing the volume of waste destined for landfills. But if a national recycling policy as the preferred method of managing waste is to be established, there needs to be a greater leadership role for the federal government.
