Wetlands: fortifying federal and regional cooperation

Only 99 of the original 215 million acres of wetlands remain, and these depend upon federal initiatives to support local and state protection programs. Implementation of Section 404 of the Clean Act and close cooperation and planning among all levels of government and the public are necessary. A review of the history of wetland conversion highlights oil and gas pipelines and canals that have affected the Mississippi delta wetlands. Current policies only serve to slow the rate of conversion to crop land or development, while interagency conflicts have made permitting policies inconsistent. The author outlines several corrective steps which include legislative reform, better management of agency disagreements, and a variety of new initiatives for better planning based on anticipatory management.
