The plan describes the research necessary to assist the EPA in carrying out its responsibilities relative to wetlands, including Section 404 of the Clean Water Act. There are both operational and policy implications to the proposed research. Many of the products will aid 404 personnel in evaluating permit applications. Some will aid EPA in determining the relative importance of wetlands in altering water quality and, thus, help set policy determining the scope of wetlands protection.
