Energy conservation plan for the State of New Jersey

The policy objectives state that it should be the policy of New Jersey to encourage and, where necessary, to require the most efficient use of energy, and to encourage the development of environmentally safe, reasonable energy resources; and further, this can best be accomplished through a combination of tax incentives, low-interest loans, demonstration projects, administrative restructuring, and a moratorium on new construction of nuclear generating plants. The shortage of energy in New Jersey has caused an exodus of industry and resultant jobs. One solution to the problem would be to increase fuel supplies through the development of offshore gas and oil and by allowing the use of more-plentiful, although more-polluting high-sulfur coal and oil; problems arise with this approach, however. It is recommended that a combination of energy conservation and development of renewable energy sources (e.g., solar power) be used to solve the crisis. The state administration has yet to implement a meaningful energy policy. Instead, the State Energy Office is being downgraded, major cutbacks have occurred in mass-transit service, and none of the recommendations made in 1974 by the Governor's Energy Task Force have been implemented.
