Hearings were held on S2776, a bill to provide effective and efficient management of the Nation's energy policies and prognams. The bill embodies the President's proposal to establish a new Fedenal Energy Administration which will be the principal organization within the Fedenal Government for the formulation and inplementation of policies and prognams designed to meet the energy crisis. This proposed new agency is expected to develop and integrate domestic and foreign policies relating to energy resource management; develop and implement programs for dealing with energy production shortages, such as fuel allocation, surcharges, and nationing; develop and implement voluntary and mandatory energy conservation programs and promote efficiencies in the use of energy resources; develop and promulgate energy price regulations; develop and recommend policies on import and export of energy resources; facilitate implementation of the Presidert's program to develop the potentinl for energy self-sufficiency; collect, evaluate, assemble, and analyze energy information on reserves, production, and demand and related economic data; and work with industry, State, and local governments and the genenal public on energy resource managemert.
